and to design broad strategies for long-term national development leading
to a better Sierra Leone by 2025. In doing so the following questions

- How do we get to this new Sierra Leone?
- Who are the key people/groups/players to lead us to
this new Sierra Leonean?
- What are the key issues that we need to address if
we are to get this new Sierra Leone?
- How do we get what we do not have to build this new
Sierra Leone?
- What are the opportunities internally and externally
that will prevent us from getting to this Sierra Leone?
- What are the constraints internally and externally
that will prevent us from getting to this new Sierra Leone?
NLTPS METHODOLOGY
The key element in the development of Sierra Leone Vision
2025 is that it will be home grown. It will be the views and aspirations
of all Sierra Leoneans who will define and implement their own devleopment
agenda resulting form nation-wide consultations.
The Project will be implemented in five phases:
Phase 1: To find out the aspirations and desires of
the people and the key themes, issues and sectors relevant to the achievement
of these aspirations.
Phase II: To study the themes, issues and sectors identified
in Phase I with regards to the possibilities and contraints in achieving
the aspirations.
Phase III: To create different pictures of the new Sierra
Leone we want by 2025 based on shared national vision.
Phase IV: To develop strategies and policies for achieving
the shared national vision for the new Sierra Leone.
Phase V: To prepare action plans and programmes together
with government and the key stakeholders to achieve the national vision.
